The Department of Student Affairs was established in accordance with the general provisions set forth in Article 51/a of the Higher Education Law No. 2547, upon the commencement of operations of Balıkesir University, which was founded by Law No. 3837 dated July 3, 1992.
The duties of the Department of Student Affairs, as
set forth in Article 31 of Decree-Law No. 124 on the Administrative
Organization of Higher Education Supervisory Bodies and Higher Education
Institutions, are as follows:

Handling necessary procedures regarding new student registration, admission,
and course status,
·
Managing processes related to graduation, student ID cards, scholarships, and
alumni tracking,
·
Performing other similar duties as assigned. In this context,
the Department of Student Affairs—which operates using the Student Information
System (OBS)—generally carries out the following:
·
Submitting the draft Academic Calendar and course plans to the University
Senate before the start of the academic year and distributing the outcomes to
the relevant units,
·
Reviewing proposals for opening new departments and programs and forwarding
them to the Council of Higher Education (YÖK) following Senate approval,
·
Notifying the relevant units of the departments and programs approved for
establishment by the Council of Higher Education,
·
Ensuring the transfer of students placed at the University by ÖSYM (Student
Selection and Placement Center) into the Student Information System (OBS),
·
Ensuring the registration of students admitted via additional quotas, vertical
transfers, and horizontal transfers into the Student Information System (OBS),
·
Preparing student contribution fees and tuition fees—as determined by the
Council of Ministers—on an individual student basis and entering them into the
Student Information System (OBS),
·
Ensuring that student course registrations are completed without issues,
·
Reporting disciplinary and penal actions to the relevant institutions and
entering them into YÖKSİS (Higher Education Information System),
·
Reviewing graduation decisions received from academic units, preparing diplomas
and diploma supplements, and forwarding them to the respective units,
·
Managing summer school operations and forwarding the grades of students who
took courses at other universities during the summer term to the relevant
units,
·
Drafting regulations, directives, and implementation principles and submitting
them to the Senate,
·
Tasks and procedures such as conducting correspondence with YÖK, ÖSYM, KYK,
other institutions and organizations, and the University's own units regarding
education, instruction, and students are carried out.
